Top charge controllerAs the name suggest charge controller controls flow of current between battery and solar/wind turbine. Voltage produced by solar panels does not remains same always. Fluctuation in voltage may permanently damage the battery or decrease the life. Charge controller filter voltage and current and charge the battery more efficiently.

Well, There are lot of technical terms associated the device therefore, you must be familiar with all the terms associated with it. I will try to explain some, which would  helpful in buying a solar controller.

Voltage /current rating:
Voltage/current rating decide the capacity of charge controller.  Image on left have voltage/current rating: 12/24V | 50A, i.e it can charge the 12, 24 volt batteries, and sustain up to 50A current.
Let me explain it with an example:
Suppose you have 2 no. 12V 100w  solar panels, every solar panel comes with a voltage and current ratings on it. You can check the ratings on the back side of panel.  Generally a 12v 100w  comes with current rating 6-7 amps. So current will become 12 amp (if added in parallel ) and voltage remains same 12v. So you will need a charge controller with ratings: 12V 20A for this setup.

PWM Charge Controller:
It is the general purpose charge controller with some basic functions.

MPPT Charge controller:
It is advanced charge controller with MPPT technology. Voltage produced by solar panels greater than the battery voltage (12V solar panel produce 18V, 24 V solar panel produce 32V ) and battery charges on standard voltages only, a 12 volt battery charge on 14.5V. That means there will be a wastage of 4 volts per solar panel.
MPPT converts the this extra voltage to current, hence increase the efficiency up to 30%. Though MPPT controller  are expensive than PWM charge controllers, but recommended to increase the overall efficiency.
